US policy seems to be sending shock waves throughout Latin America. The United States has a deal with Colombia to escalate its military presence in the country, and this is not going over too well with some leaders in South America. Venezuelan President Hugo Chavez, for example, said he views this deal as a declaration of war and is threatening to break diplomatic ties with his neighbor.
