Israel urges world to curb criticism of Egypt’s Mubarak (so speaks the real voice of the only democracy in M.E)

Jerusalem seeks to convince its allies that it is in the West’s interest to maintain the stability of the Egyptian regime.

Israel called on the United States and a number of European countries over the weekend to curb their criticism of President Hosni Mubarak to preserve stability in the region.

Jerusalem seeks to convince its allies that it is in the West’s interest to maintain the stability of the Egyptian regime. The diplomatic measures came after statements in Western capitals implying that the United States and European Union supported Mubarak’s ouster.

Israeli officials are keeping a low profile on the events in Egypt, with Prime Minister Benjamin Netanyahu even ordering cabinet members to avoid commenting publicly on the issue.

Senior Israeli officials, however, said that on Saturday night the Foreign Ministry issued a directive to around a dozen key embassies in the United States, Canada, China, Russia and several European countries. The ambassadors were told to stress to their host countries the importance of Egypt’s stability. In a special cable, they were told to get this word out as soon as possible.

EU foreign ministers are to discuss the situation in Egypt at a special session today in Brussels, after which they are expected to issue a statement echoing those issued in recent days by U.S. President Barack Obama and Secretary of State Hillary Clinton.

Obama called on Mubarak to take “concrete steps” toward democratic reforms and to refrain from violence against peaceful protesters, sentiments echoed in a statement Saturday night by the leaders of Britain, France and Germany.

“The Americans and the Europeans are being pulled along by public opinion and aren’t considering their genuine interests,” one senior Israeli official said. “Even if they are critical of Mubarak they have to make their friends feel that they’re not alone. Jordan and Saudi Arabia see the reactions in the West, how everyone is abandoning Mubarak, and this will have very serious implications.”

Netanyahu announced at Sunday’s weekly cabinet meeting that the security cabinet will convene Monday to discuss the situation in Egypt.

“The peace between Israel and Egypt has lasted for more than three decades and our objective is to ensure that these relations will continue to exist,” Netanyahu told his ministers. “We are closely monitoring events in Egypt and the region and are making efforts to preserve its security and stability.”

The Foreign Ministry has called on Israelis currently in Egypt to consider returning home and for those planning to visit the country to reconsider. It is telling Israelis who have decided to remain in Egypt to obey government directives.

Leveling the Playing Field

In the last few years, both Zionism and the occupation have been criticized, if not to death, as fully as possible. America’s pro-Israel loudmouths should deceive no one:   most of the world has taken the criticisms to heart. Even Israel’s supposed undying allies know the occupation has to end; so do a majority of Israelis.Though some of the preachier critics love to think otherwise, the US government – meaning the executive branch – has known this for some time. Its official position has always been that the occupation has to end. As for the massive aid accorded to Israel, two points should be borne in mind. First, the US gives at least as much aid, including military aid, to the Arab states and Pakistan – and sells advanced weapons to the Gulf States.  Second, the aid is largely part of a pathetic attempt to bribe Israel into something like a reasonable accommodation with the Arab world.

Some suppose that the attempt is pathetic because it is insincere. This view is wildly optimistic, and presupposes an article of faith curiously popular on the left:  that America is a colossus which can, with the beckoning of a finger, bring to heel the pygmies that surround it. Whatever the truth about American power in general, this certainly does not hold in the case of Israel. The power of the entire Western world may not suffice to bring that country to heel.

Israel is not only a nuclear power, but one of the world’s leading nuclear powers. What’s more, it is the only nuclear power that has openly toyed with the idea of using nuclear weapons even when that would be suicidal. Israeli strategists, perhaps assured of divine approval, call this the Samson option. With a bit of ingenuity and luck, Israel could manage a very credible first strike against any power on earth.   It won’t do so, of course, but the ‘of course’ relies on our assurance that not even the other leading nuclear powers would use military force to compel Israel to do anything at all.  So push come to shove, in the case of Israel, there is no push, and no shove.

What then, if the US ‘turned off the aid spigot’?   Israel’s critics, not excluding some Israelis, are increasingly indignant in their demands for this to happen. Again, they are wildly optimistic.  No doubt Israel finds US aid a great convenience. But the US also finds Israeli aid a great convenience. Israel’s defense establishment not only produces but develops many capabilities of vital importance to the US, among them anti-missile systems, drones, and cyberwarfare solutions. And this is why economic sanctions wouldn’t work. Israel has an abundance of technology and even military hardware that much of the world would line up to buy, at almost any price. Not only would Israel be able to sustain itself financially and economically; it would do so through commerce that the West could only consider catastrophic.

This doesn’t mean the Israel/Palestine conflict is insoluble.   It means that any solution is out of ‘our’ hands – of the critics, certainly, and even of the Western powers.   The solution, if there is one, will have to be built on a true balance of power in the Middle East. The prospects for such a balance are not entirely dim, but they involve realities that few are willing to face.

At best (!), the prospects of peace, of an end to Israeli/Palestinian ‘terror’, lie in the hands of those alleged terrorists, Hizbollah, and their sponsors, including Iran.   Perhaps Hizbollah is just powerful enough so that Israelis will, like white South Africa, see the writing on the wall, and settle with their conquered people. Until the next war with Lebanon, the chances of this are anyone’s guess.

There is, however, a more frightening possibility. It can be rendered less frightening only if the West bows to the inevitable.

The ‘Arab’ world, like Iran, certainly realizes the crushing and dangerous advantage represented by Israeli nuclear weapons. Yet these countries lack the capacity to confront Israel and the political clout to make others do so.    What if the means to acquire this clout became available?

In fact the means are already at hand.

By now, the world, and therefore the ‘Arab’ world, knows that the West will never, ever, act against Israel:  the very opportunity to do so has slipped away. Sooner or later, this will drive Israel’s neighbors to their only alternative.  It is cost-effective, not only in dollars but very likely in lives.

Arab nations, and Iran, would be quite within their rights to withdraw from the nuclear non-proliferation agreements.  (These in any case are scandalous in their net effect, which is to protect Israel from military competition while securing Israel’s carte blanche in the nuclear arena.) The Arab world, likely with the cooperation of other nations, could then pursue a collective program of nuclear development and research, with the declared and explicit purpose of securing military as well as civilian nuclear capacity.

The mere announcement of these plans – with their effects on Israeli morale and Western resolve – might produce considerable results at no real cost to anyone. Should Israel persist in its obstinacy, development would proceed, increasing the pressure to find – impose – a solution to the Israel/Palestine conflict. One might think this very idea a piece of wild-eyed extremism. But what is extreme is to let Israel first develop and then brandish nuclear weapons, while tying the hands of all its potential victims.   To untie their hands is simply to return to the balance-of-power politics that, for centuries, has been seen as the best guarantor of peace.

Today, this is mere fantasy. But the Arab world, with support from the non-Arab Muslim world, will change enough to put this strategy within the realm of the possible.  Collectively, those nations have ample wealth and technical abilities. They are increasingly aware of the need to put aside old animosities. And presumably they will eventually tire of being treated with contempt.

And what is the role of the West in this?   Only to stay out of the way; it is capable of no more. Instead, there will be hand-wringing, hysteria, moral epilepsy. Perhaps the fits will pass, and the West will find the resolve to do what it has done so well for so long: nothing.

The following is a copy of Iranian President Ahmadinejad’s speech to the United Nations General Assembly early Wednesday morning, as translated by the Presidency of the Islamic Republic of Iran News Service:

Mr. President,
Excellencies,

I am grateful to the Almighty for granting me another opportunity to be present in this world Assembly.

In the last three years, I have talked to you about great hopes in the bright future of human society, and some solutions for achieving sustainable peace and expanding love, compassion, and cooperation.

I have also talked about unjust systems governing the world; pressures exerted by some powers seeking to trample the rights of other nations, oppression imposed on the majority of the global community, especially on the people of Iraq, Palestine, Lebanon, Africa, Latin America, and Asia; about challenges we are faced with, such as efforts to shatter the sanctity of families, destroy cultures, humiliate lofty values, neglect commitments, expand the shadow of threats, as well as about the arms race and the unfairness and inability of the systems governing world affairs in reforming the status quo.

With the occurrence of various new developments, the debility of existing mechanisms has been revealed even more. However, at the same time, an encouraging trend, which has originated in the thoughts and beliefs of peoples, has blossomed and become stronger. Posed against the despairs caused by the new developments, this trend has ignited the ray of hope for a brilliant, desirable and beautiful future in the hearts of men.

Ladies and Gentlemen,
Dear Colleagues,

Today I would like to talk to you about the main reasons behind the conditions ruling the world and the means to tackle them. Of course, you are already aware of what I am talking about, but I think it is necessary to remind ourselves.

It seems that the roots of problems lie in the way one views and perceives the world and humankind, as well as in the important issues of freedom, obeisance to God, and justice. The world, humankind, freedom and obeisance to God, and justice, have been of utmost importance to humans throughout history.

1. The World:
God Almighty purposefully created the world. This world is the bedrock for the evolution and growth of a creature called man, and the laws governing the world and all other creatures are at the service of man’s quest for loftiness. The world should provide the needed opportunities for the fulfillment of the purpose behind man’s creation. No phenomenon, creature, or indeed anything has been created in vain. Together they all pave the ground for the flourishing of mankind in a complex and purposeful system, and they are, each, one of the signs of God Almighty. All are His creations and He is the sole creator and ruler of the world. All existence including power, knowledge and wealth come from Him.

2. Humankind:
God created the world for humans and humans for Himself. He created humans from mud and in the soil, but He did not want them to remain in the soil and with animal instincts. He kindled the light of guidance in their souls and asked them to rise from the soil to the heavens and to Him with the help of wisdom, prophets and perfect men.

The world will ultimately disappear, but God has created man for eternity and has made them a manifestation of Himself. Creativity, mercifulness, kindness, knowledge, wisdom, zeal, concealment of sins, splendor, justice, bounteousness, generosity, greatness, love, glory, dignity, forgiveness, insight, kingship and all other goodness and beauty are attributes of God.

God has not created humans for aggression, bloodshed, rancor, selfishness and destruction. He made humans His vicegerents on earth and has asked them to, on the one hand, make earth prosper by using their God-given potentials and to prepare the ground for the growth of divine attributes in all humans, and to provide all with a life full of beauty, amity, freedom, justice and goodness; and on the other hand in pursuance of this path, to prepare for a prosperous, everlasting life endowed by God’s mercy.

God has obligated humans to live divinely and socially, for it is only through social life and interactions with others that divine attributes may emerge.

3. Obeisance to God:
God Almighty has tied their perfection and true freedom of humans to their devotion and obedience to Himself. True freedom and obedience to God are in balance and in fact are two sides of the same coin.

Obeisance to God means confessing to monotheism and obeying His commands, and to be free from ungodly worship.

Obeisance to God means the acceptance of the absolute truth, the absolute light, and the absolute beauty.

Obeisance to God means abandoning selfishness and animal instincts, power-seeking and aggression, surrendering to righteousness, justice, love, and perfection.

And in this way, humans can achieve their true freedom and flourish, they can grow and manifest divine attributes, have affection for others, stand up for justice, and fear no power or threat, and defend the oppressed. In such an environment, one’s freedom will not impinge on any others.

Contention and conflict are characteristic of materialistic freedom and animal instinct. The essence of all divine religions and obeisance to God and true freedom is disassociating from oppressors and instead obeying and worshiping God, for:

– God is omniscient and knows all that is revealed or kept secret, and He is kind and merciful.

– All creatures are humble before Him and resign to His will.

– God is alive and is the Creator of the universe and all life.

– God loves His creatures and desires nothing but goodness, blessings, and perfection for them, and is against bullying, injustice, selfishness and domination.

4. Justice:
Justice is the foundation of the creation of humankind and the whole universe. Justice is tantamount to placing every phenomenon in its own place, and providing humans with opportunities to actualize all their divine capabilities. Without it, the order of the universe will collapse and the opportunity for perfection will fade away. Without justice, it would be impossible for human society to taste real peace, beauty, joy and happiness. Justice is the main pillar of social life and without it, social life cannot continue or grow.

Humans need to know God in order to realize a prosperous society in this world as well as to strive for a beautiful eternal life, and to this end they first have to know themselves and strive for loftiness in themselves and their societies. However:

– as long as the world is construed as closed, limited and aimless,

– as long as eternal life is considered imaginary and illusory and afterlife and the Judgment Day as well as reward and punishment are thought of as fictional and unreal,

– as long as morals and commitment to them are called backwardness, and immorality, lies, deceit and selfishness are considered desirable, and humans are limited to a materialistic life in this world,

– as long as attempts are made to replace obedience to God and following His prophets and true freedom with servitude to materialistic tendencies and animal instincts and servitude to oppressing human beings, and contention reaches its pinnacle,

– as long as the aggressors, because of their financial, political and propaganda powers, not only escape punishment but even claim righteousness,

– and as long wars are started and nations are enslaved in order to win votes in elections,

not only will the problems of the global community remain unsolved, but they will be increasingly exacerbated.

Friends and Colleagues,

Let’s look at the situation of the world today:

Iraq was attacked under the false pretext of uncovering weapons of mass destruction and overthrowing a dictator. The dictator is toppled and WMDs are not uncovered. A democratic government is established by the votes of the people but, after 6 years, the occupiers are still there. They insist on imposing colonial agreements on the people of Iraq by keeping them under Chapter 7 of the UN Charter. Millions of people have been killed or displaced, and the occupiers, without a sense of shame, are still seeking to solidify their position in the political geography of the region and to dominate oil resources.

They have no respect for the people of Iraq and disregard any dignity, rights or status for them. The UN is not capable enough to solve the problems and to remove aggression, occupation and imposition.

In Palestine, 60 years of carnage and invasion is still ongoing at the hands of some criminal and occupying Zionists. They have forged a regime through collecting people from various parts of the world and bringing them to other people?s land by displacing, detaining, and killing the true owners of that land.

With advance notice, they invade, assassinate, and maintain food and medicine blockades, while some hegemonic and bullying powers support them. The Security Council cannot do anything and sometimes, under pressure from a few bullying powers, even paves the way for supporting these Zionist murderers. It is natural that some UN resolutions that have addressed the plight of the Palestinian people have been relegated to the archives unnoticed.

In Afghanistan, production of narcotics has multiplied since the presence of NATO forces. Domestic conflicts continue. Terrorism is spreading. And innocent people are bombarded on a daily basis in streets, markets, schools and wedding ceremonies. The people of Afghanistan are the victims of the willingness of NATO member states to dominate the regions surrounding India, China, and South Asia. The Security Council cannot do anything about it because some of these NATO members also happen to be the major decision makers in the Security Council.

In Africa, efforts are made to reestablish the relationships of the colonial era. By starting civil wars in large countries including Sudan, disintegration of those countries is planned in order to serve the interests of some corrupt powers. In case there is a national resistance, the leaders of the resistance are put under pressure by legal mechanisms created by the very same powers.

In Latin America, people find their security, national interests and cultures to be seriously endangered by the menacing shadow of alien domineering governments, and even by the embassies of some empires.

The lives, properties and rights of the people of Georgia and Ossetia and Abkhazia are victims of the tendencies and provocations of NATO and certain western powers, and the underhanded actions of the Zionists.

The never-ending arms race and the proliferation and stockpiling of nuclear and other weapons of mass destruction and the threats to use them, and the establishment of missile defense systems, have made the situation unstable.

With regard to Iran’s peaceful nuclear program, despite the inalienable right of all nations including the Iranian nation, in producing nuclear fuel for peaceful purposes, and despite such facts as the transparency of all Iranian activities and our country’s full cooperation with the inspectors of the IAEA and the Agency’s repeated confirmation of the fact that Iran’s activities are peaceful, a few bullying powers have sought to put hurdles in the way of the peaceful nuclear activities of the Iranian nation by exerting political and economic pressures against Iran, and also through threatening and pressuring the IAEA.

These are the same powers that produce new generations of lethal nuclear arms and possess stockpiles of nuclear weapons that no international organization is monitoring; and, the tragedies of Hiroshima and Nagasaki were perpetrated by one of them.

Indeed, they are not against weapons, but they oppose other nations? progress, and tend to monopolize technologies and to use those monopolies in order to impose their will on other nations. But it is very natural that the great Iranian people, with their trust in God, and with determination and steadfastness and with the support of its friends, will resist the bullying and has defended and will continue to defend its rights.

The Iranian nation is for dialogue. But it has not accepted and will not accept illegal demands. The time has come for the IAEA to present a clear report to the international community on its monitoring of the disarmament of these nuclear powers and their nuclear activities, and for a disarmament committee to be established by independent states to monitor the disarmament of these nuclear powers.

The theories of development that are in line with the hegemonic system and not in accordance with the true needs of humankind and human societies, have turned into repetitive and bland tools for assimilation of economies, expanding hegemonic domination, destroying the environment and destroying the social solidarity of nations. There is no end in sight to this. Poverty, hunger and deprivation are hurting more than one billion of the world’s population and have dashed their hopes for a decent life.

The dignity, integrity and rights of the American and European people are being played with by a small but deceitful number of people called Zionists. Although they are a miniscule minority, they have been dominating an important portion of the financial and monetary centers as well as the political decision-making centers of some European countries and the US in a deceitful, complex and furtive manner. It is deeply disastrous to witness that some presidential or premiere nominees in some big countries have to visit these people, take part in their gatherings, swear their allegiance and commitment to their interests in order to attain financial or media support.

This means that the great people of America and various nations of Europe need to obey the demands and wishes of a small number of acquisitive and invasive people. These nations are spending their dignity and resources on the crimes and occupations and the threats of the Zionist network against their will.

Friends and Colleagues,

All these are due to the manner in which the immoral and the powerful view the world, humankind, freedom, obeisance to God, and justice.
The thoughts and deeds of those who think they are superior to others and consider others as second-class and inferior; who intend to remain out of the divine circle, to be the absolute slaves of their materialistic and selfish desires, who intend to expand their aggressive and domineering natures, constitute the roots of today’s problems in human societies.

They are the great hindrances to the actualization of material and spiritual prosperity and to security, peace and brotherhood among nations. I explicitly state that the Iranian people and the overwhelming majority of peoples and governments are against those deeds and perspectives of the world- domineering powers. Establishment of justice requires people who have achieved moderation and justice inside themselves, and have restrained their domineering attitudes and actualized their attributes of self-sacrifice and are at the service of humanity. The complete and full-scale manifestation of such characteristics can happen only under the rule of the righteous and perfect human being who is obedient to God and who is promised by the divine Prophets.

Dear Colleagues,

Of course with the grace of God Almighty a hopeful trend is flourishing in the heart and soul of human societies. The universal eagerness for justice, purity, and love for others, monotheism and the quest for perfection is clearly and increasingly on the rise. A universal resistance against the acquisitiveness, aggression and selfishness of the bullying powers is being formed.

Today, the bullying powers’ thoughts, practices and strategies are rejected by nations and governments, and all are seeking to establish new human relations based on justice with a view to attain prosperity, perfection, security, and sustainable welfare. This is the very auspicious phenomenon that all the traditions of creation and the ruling laws of the universe emphasize and support.

Today, the Zionist regime is on a definite slope to collapse, and there is no way for it to get out of the cesspool created by itself and its supporters. The Islamic Republic of Iran, while fully respecting the resistance of the oppressed people of Palestine and expressing its all-out support for it, submits its humane solution based on a free referendum in Palestine for determining and establishing the type of state in the entire Palestinian lands to the distinguished Secretary General of the UN.

American empire in the world is reaching the end of its road, and its next rulers must limit their interference to their own borders. Today, the thought of hegemony quickly becomes a demerit.

And now a few words with the expansionist governments ruling global relations:

Be aware that living with obedience to God and carrying out His orders, compassion for people and striving for the fulfillment of justice is to your advantage too. I invite you to return to the path of God, the Prophets and to the path of the people of the world and to the truth and justice.

The only route to salvation is a divine straight path. Otherwise, God’s hand of power will emerge from the sleeve of oppressed nations and will make your life difficult, and will put an end to your hegemony.

Let’s love the people of the world and respect their rights. Rectify past behavior. This will benefit you and the human community. The Iranian people are prepared, along with other nations, to help you be rescued from your current situation and to establish peace and prosperity.

My Friends,

Fortuitously, opportunities are accessible. With the grace of God Almighty, the existing pillars of the oppressive system are crumbling. Great developments in favor of humankind as well as its true and real rights are on the way. A golden and brilliant future is awaiting mankind.
A global community filled with justice, friendship, brotherhood and welfare is at hand, as I have elaborated.

A community which will tread the path of beauty and love under the rule of the righteous and perfect human being, the One promised by all divine prophets and the One who is the true lover of humanity. A community that will be devoid of any fear, despair and privation. Such a community will soon be ours. The community promised by the great divine Prophets Noah, Abraham, Moses, Jesus Christ and Mohammad (PBUH) is about to materialize.

Let us, hand in hand, expand the thought of resistance against evil and the minority of those who are ill-wishers. Let’s support goodness and the majority of people who are good and the embodiment of absolute good that is the Imam of Time, The Promised One who will come accompanied by Jesus Christ, and accordingly design and implement the just and humanistic mechanisms for regulating the constructive relationships between nations and governments.

Oh great Almighty, deliver the savior of nations and put an end to the sufferings of mankind and bring forth justice, beauty, and love.

The centre won’t hold any more

The West dominated world trade and power for two centuries, disrupting the pre-1800 more balanced international distribution of wealth and power. Now, the global balance is shifting to the East, and to primary producers of commodities worldwide

“The rise of China,” writes Professor Angang Hu of Tsinghua University, “resembles that of the United States a century ago (1870-1913). In both cases one sees a strong rate of growth and a higher contribution to the increase in global GDP” (1). As with the US, this rise “will not only transform China itself, but will change the face of the entire world.”

There are indeed some striking similarities: the influx of foreign investment greatly aided both the economic and territorial expansion of the US in the first half of the 19th century, and the intensive industrialisation that took place after the Civil War (1860-65). Successive waves of investment played a vital role in capital formation, extending the transport infrastructure, in colonising and developing territories, and the creation of the integrated internal market (2). Without these transnational inflows, primarily, but not exclusively, from Britain, the US would not have developed and risen with such speed and vigour.

There is a paradox here. Capitalism is by its nature internationalist, transcending the boundaries of the nation state. At the same time, by investing in new territories, some more than others, it ends up creating powerful states, even hegemonies. The gradual integration of emerging regions into the global economy at the end of the 20th century differs fundamentally from the coercive integration that caused the great North-South divide and the lasting inequalities of the modern global economic system.

The controlled entry of major emerging regions into the global capitalist system in the late 20th century has allowed development of internal (endogenous) growth factors. While China, India and Brazil may be co-dependent on the economies of the Triad (US, Europe and Japan), that has not prevented them from gradually attaining greater autonomy. The proportion of intra-regional trade in East Asia grew from 40% in 1980, to 50% in 1995, to 60% today. This highlights the fact that the strong dependency on the US market (single market dependency) of the 1980s and 1990s is rapidly diminishing.

“World history travels from east to west; for Europe is the absolute end of history, just as Asia is the beginning.” This famous statement, from Hegel’s Lectures on the Philosophy of World History (1831), sums up the teleological outlook that has dominated western thought since the 19th century. Western “modernity” is often still seen as the culmination of historical progress. The social sciences have long put forward the idea of the singularity, the exceptional character of the West (3) to explain its rapid development and expansion to a position of dominance. From a western point of view, the “stagnation” of Asia in the 19th century (and of the rest of the non-European world) was explained either by its being trapped in cyclical religious and cultural outlooks, impervious to the instrumental rationality that Max Weber identified as essential to modernity, or by its “primitive”, pre-capitalist system of economic reproduction (the “Asian mode of production”).

False perceptions
These perceptions were completely false: we now know that there were more similarities than dissimilarities in the standard of living, expertise, market institutions and economic activity in the eastern and western parts of Eurasia before 1820; that because of the size of their populations, non-European economic regions were by far the largest; and that China and India (and the Ottoman empire) were at the centre of dense regional trading networks (4). It was not until the West imposed its economic and territorial expansion on the rest of the world that international hierarchies were created, breaking the world up into dominant centres, and dependent peripheries.

This brief reminder allows us to understand the historic nature of the redistribution of power to the major emerging regions of East Asia, Latin America and South Asia that is occurring today. Having been confined to the margins in the past, these regions are now becoming what the French economist François Perroux called economic active units, which do not “simply adapt their programme to it the environment, but adapt the environment to fit their programme” (5).

This is the most important transformation of the world since the European industrial revolution at the beginning of the 19th century. It upsets the hierarchies created by the economic and territorial expansion of the West, and marks a return, in new historic conditions, to the polycentric world that existed before 1820.

One of the main features of this transformation is the steadily growing power of Asia. After Japan and the newly industrialised countries (NIC) of Northeast and Southeast Asia, which managed to break out of the “third world” in two generations, China and India have been in a phase of remarkable expansion since the 1980s and 90s. With 33% of the world’s population, their share of global gross domestic product (GDP), calculated in terms of purchasing power parity (PPP), has risen from 3.2% and 3.3% respectively in 1980, to 13.9% and 6.17% in 2006 (while global GDP has tripled). At the same time the GDP (PPP) per inhabitant, a more subtle measure, has increased by a factor of 16 in China ($419 to $6,800) and by a factor of five in India ($643 to $3,490). The share of global GDP produced by Asia as a whole, currently 34%, should reach nearly 45% in 2020: 20% for China, 9% for India and 6.2% for Japan (the total share for “emerging” regions is estimated between 55% and 60%) (6).

The rise of these emerging regions has a direct effect on the workings of the world economy: reorganisation of the global division of labour, deflation in the price of manufactured goods on a wide range of products, inflation in the price of raw materials – a redistribution of wealth in favour of emerging countries, which are accumulating immense surpluses. (Their cash reserves are estimated at more than $3,000bn – 70% of the world’s total reserves – compared with $800bn in 2000.) Will the current change be smooth?

So financial power is spreading beyond the US (7), the centre of the financial world since 1919. The US financial model is also in crisis: big Wall Street firms (Citigroup, Morgan Stanley etc), the City of London (Barclays) and Switzerland (UBS) have had to call on the sovereign funds of China, Singapore and the Gulf States to assure their survival ($46bn of sovereign funds have been invested in western banks and brokerage firms since June 2007, 33% of their recapitalisation prior to the most recent crash (8)).

Structural transformations of this kind are rare in history. Given our limited capacity to scan the historic horizon, it’s impossible to say whether the current change will occur smoothly, given the scale and complexity of the internal and external challenges thrown up by the extraordinarily rapid development of the most populous parts of the world. But, failing a systemic crisis from internal or external factors, which is unlikely, it would seem to be irreversible. Of course, major shifts in the centres of power in the past have been associated with systemic international crises: it took the Napoleonic wars to open the way for Pax Britannica, and two world wars for the US to become the new centre of the global economy.

We can only hope that this time the main players will be able to preserve the peace. Unlike in 1815 or 1914, the world is not about to shift from one dominant centre of power to another; instead it is fragmenting into multiple centres. In an interdependent world, faced with global problems which cannot be solved on a national or even regional level, reinforced international cooperation is an historic necessity. That at least is the hope. That China chose to use its sovereign funds to help Wall Street is politically significant – Beijing wants to forge links of interdependence with one of the key elements of US power. The West, used to being the centre, will have to accept a new, more pluralistic, world.

Two Aspects of the Palestine Question

I can understand the Jews demanding, after their experience at Nazi hands, that they should be given some piece of territory somewhere in the world, where they would be masters in their own house and where there would be an asylum for any Jews who, in future might be threatened with a repetition of what the Nazis did.

But, if the Jews had a claim to be given a piece of territory, this should have been done at the expense of the Western nation that had done its worst to exterminate the Jews..

If the creation of a new state of Israel was judged to be a legitimate form of compensation to the surviving Jews, the territory for this state should have been taken from the Europeans, not from the Arabs.

The new Israel should not have been carved out of Arab Palestine; it should have been carved out of Central Europe.

This point seems to me to be simple and obvious. But, once, when I made it in a lecture in a Western country, (not Germany, not Britain), it was received with shouts of laughter.

The people who laughed were not Jews; they were non-Jewish Westerners, and the country was one that has been traditionally opposed to colonialism.

Yet, they laughed because it seemed to them preposterous that a Western nation should be made to pay for its own crimes with its own territory, when the West’s moral debt to the Jews could, so it seemed to these Westerners, be settled by giving the Jews the territory of a non-Western people that committed no crime at all against the Jews.

This laughter shocked me because it revealed to me what seems to me a shocking persistence of the colonialist attitude of mind. A guilty Western people’s territory was to be sacrosanct, because, though guilty, they were Westerners.

An innocent non-Western people’s territory could, it was held, legitimately be given away to the Jews by the victorious Western powers.This amounts to the declaration of the inequality of the Western and the non-Western sections of the human race.

It is a claim that Westerners are privileged, however guilty they may be. It is a denial of those universal human rights that, in truth, are possessed by every man, woman, and child in the world, irrespective of differences in civilization; religion, nationality and race.

Zionism: Pitting The West Against Islam

The history of Israel has often been read as the saga of a people marked for extinction, who emerged from nazi death camps from Auschwitz, Belcec and Treblinka to establish their own country in 1948. Without taking away anything from the suffering of European Jews, I will insist that this way of thinking about Israel apart from its mythologizing has merit only as a partisan narrative. It seeks to insulate Israel against the charge of a devastating colonization by falsifying history, by camouflaging the imperialist dynamics that brought it into existence, and denying the perilous future with which it now confronts the Jews, the West and the Islamic world.

When we examine the consequences that have flowed from the creation of Israel, when we contemplate the greater horrors that may yet flow from the logic of Zionism, Israel’s triumphs appear in a different light. We are forced to examine these triumphs with growing dread and incredulity. Israel’s early triumphs, though real from a narrow Zionist standpoint, have slowly mutated by a fateful process into ever-widening circles of conflict that now threaten to escalate into major wars between the West and Islam. Although this conflict has its source in colonial ambitions, the dialectics of this conflict have slowly endowed it with the force and rhetoric of a civilizational war: and perhaps worse, a religious war.

This is the tragedy of Israel. It is not a fortuitous tragedy. Driven by history, chance and cunning, the Zionists wedged themselves between two historical adversaries, the West and Islam, and by harnessing the strength of the first against the second, it has produced the conditions of a conflict that has grown deeper over time.

Zionist historiography describes the emergence of Israel as a triumph over Europe’s centuries-old anti-Semitism, in particular over its twentieth-century manifestation, the demonic, industrial plan of the Nazis to stamp out the existence of the Jewish people. But this is a tendentious reading of Zionist history: it obscures the historic offer Zionism made to the West the offer to rid the West of its Jews, to lead them out of Christendom into Islamic Palestine. In offering to ‘cleanse’ the West of the ‘hated Jews’, the Zionists were working with the anti-Semites, not against them.

Theodore Herzl, the founding father of Zionism, had a clear understanding of this complementarity between Zionism and anti-Semitism; and he was convinced that Zionism would prevail only if anti-Semitic Europe could be persuaded to work for its success. It is true that Jews and anti-Semites have been historical adversaries, that Jews have been the victims of Europe’s religious vendetta since Rome first embraced Christianity. However, Zionism would enter into a new relationship with anti-Semitism that would work to the advantage of Jews. The insertion of the Zionist idea in the Western discourse would work a profound change in the relationship between Western Jews and Gentiles.

In order to succeed, the Zionists would have to create a new adversary, common to the West and the Jews. In choosing to locate their colonial-settler state in Palestine and not in Uganda or Argentina the Zionists had also chosen an adversary that would deepen their partnership with the West. The Islamic world was a great deal more likely to energize the West’s imperialist ambitions and evangelical zeal than Africa or Latin America.

Israel was the product of a partnership that seems unlikely at first blush, between Western Jews and the Western world. It is the powerful alchemy of the Zionist idea that created this partnership. The Zionist project to create a Jewish entity in Palestine possessed the unique power to convert two historical antagonists, Jews and Gentiles, into allies united in a common imperialist enterprise against the Islamic world. The Zionists harnessed the negative energies of the Western world its imperialism, its anti-Semitism, its crusading nostalgia, its anti-Islamic bigotry, and its deep racism and focused them on a new imperialist project, the creation of a Western surrogate state in the Islamic heartland.

To the West’s imperialist ambitions, this new colonial project offered a variety of strategic advantages. Israel would be located in the heart of the Islamic world; it would sit astride the junction of Asia, Africa and Europe; it would guard Europe’s gateway to the Indian Ocean; and it could monitor developments in the Persian Gulf with its vast reserves of oil.

For the West as well as Europe’s Jews, this was a creative moment: indeed, it was an historical opportunity. For European Jews, it was a stroke of brilliance. Zionism was going to leverage Western power in their cause.

As the Zionist plan would unfold, inflicting pain on the Islamic world, evoking Islamic anger against the West and Jews, the complementarities would be discovered or created between the two antagonist strains of Western history. In the United States the Zionist movement would give encouragement to evangelical Protestants who looked upon the birth of Israel as the fulfilment of end-times prophecies and convert them into fanatic partisans of Zionism. In addition, Western civilization, which had hitherto traced its central ideas and institutions to Rome and Athens, would be repackaged as a Judeo-Christian civilization. This reframing not only underscores the Jewish roots of the Western world, it also makes a point of emphasizing that Islam is the outsider, the adversary.

Zionism owes its success solely to this unlikely partnership. On their own, the Zionists could not have gone anywhere. They could not have created Israel by bribing or coercing the Ottomans into granting them a charter to colonize Palestine. Despite his offers of loans, investments, technology and diplomatic expertise, Theodore Herzl was repeatedly rebuffed by the Ottoman sultan. It is even less likely that the Zionists could at any time have mobilized a Jewish army in Europe to invade and occupy Palestine, against Ottoman and Arab opposition to the creation of a Jewish entity on Islamic lands.

The Zionist partnership with the West was indispensable for the creation of a Jewish entity. This partnership was also fateful. It produced a powerful new dialectic, which has encouraged Israel, both as the political centre of the Jewish Diaspora and the chief outpost of the West in the heart of the Islamic world, to become more daring in its designs against the Islamic world and beyond.

In turn, a wounded and humiliated Islamic world, more resentful and determined after every defeat, has been driven to embrace increasingly radical ideas and methos to recover its dignity and power and to attain this recovery on the strength of Islamic ideas.

This destabilizing dialectic has now brought the West itself into a direct confrontation against the Islamic world. We are now staring into the precipice. Yet do we possess the will to pull back from it?
